Das Protestcamp am Campus Westend vom 20.-26.05. hat in besonderem Maße auf die gesellschaftliche Rolle der Hochschule aufmerksam gemacht. Unter anderem wurde die Frage der Forschungskooperationen intensiv behandelt. Die Fachschaft Physik und Biophysik ist der Auffassung, dass der Universität als Ort des Lernens, Lehrens und Forschens eine besondere Aufgabe in der wissenschaftlichen Mitgestaltung unserer Lebensumstände zukommt. Dazu gehört auch die Zusammenarbeit mit anderen wissenschaftlichen Institutionen auf internationaler Ebene. Nur so können wir die global drängenden Menschheitsprobleme konstruktiv angehen.
Die Fachschaft sieht sich bestärkt in ihrer Ansicht, dass die Zivilklauseln eine verallgemeinerbare Grundlage für Wissenschaftskooperationen darstellen sowie für die Arbeit in der eigenen Hochschule unabdingbar sind. In diesem Zuge lehnen wir auch weiterhin jegliche Form der militärischen Forschungskooperationen ab. Zivile Forschungskooperation sehen wir jedoch als wichtigen Teil der Völkerverständigung an. Dahingehend fordern wir die Leitung der Goethe-Universität, sich für die Erhaltung und konsequente Umsetzung der eigenen Zivilklausel einzusetzen.
Für den Diskurs über gesellschaftlich und hochschulpolitisch kontroverse Themen auf Augenhöhe ist es entscheidend, prekäre Beschäftigungsbedingungen und damit einhergehende Machtverhältnisse abzuschaffen. Wenn wissenschaftliche Mitarbeitende oder Hilfskräfte bei der Teilnahme an demokratischen Protesten stets um eine Verlängerung ihrer Verträge bangen müssen, ist kein gerechter Diskursraum gegeben.
Wir stellen uns als Fachschaft gegen die von den Studienleistungen und sonstigen Formalitäten unabhängige Zwangsexmatrikulation von Studierenden nach §59 Abs. 3 Hessischem Hochschulgesetz. Sie ist ein tiefer Einschnitt in das Menschenrecht auf Bildung und schafft die Grundlage für erweiterte Bestrafung neben dem konventionellen Strafrecht. Besonders für internationale Studierende, deren Aufenthaltsstatus an die Immatrikulation gebunden ist, kann die Regelung als eine Einschüchterungsmaßnahme gegen politische Betätigung am Campus gesehen werden.

Petition and statement of the Student Council for Physics and Biophysics to the Goethe University Rectorate with respect to the student protest encampment at Campus Westend and beyond
The student protest encampment at Campus Westend between the 20th and 26th of May 2024, has drawn large amounts of attention towards the role of universities in our society. Among other things, the topic of research cooperations was discussed extensively. The Student Council for Physics and Biophysics believes that the University, as a place for learning, teaching and research, has a pivotal role in the joint societal effort to shape our living conditions, particularly from an academic standpoint. This also encompasses the cooperation with other academic and scientific institutions at the international level. They are of vital importance in our efforts to tackle urgent international issues constructively.
The Student Council is reaffirmed in its belief that Civil Clauses represent the general basis for scientific cooperation and that they are indispensable for all work at our own universities. Accordingly, we continue to reject any form of military research cooperation. Nevertheless, we consider civilian research cooperation as an important part of international dialogue and understanding. In this respect, we call on the management of Goethe University to advocate for the preservation and consistent implementation of our university’s own Civil Clause.
In order to guarantee that discussion of controversial social and university-related politics takes place on equal terms for all parties involved, it is crucial to abolish precarious employment conditions and their associated power imbalances. When academic staff and assistants, who take part in democratic protests, must fear for their job security and future contract extensions, it leaves no fair space for discussion.
As representatives of the student body we are opposed to the expulsion of students on basis other than student performance and other formalities in accordance with Section 59 (3) of the Higher Education Act of Hessen (Hessisches Hochschulgesetz). Such practice is in violation of the human right to education and creates a basis for extended punishment in addition to conventional criminal law. This measure particularly affects international students, whose visa status is directly tied to university enrolment, and could be seen as an intimidation tactic against political engagement on campus.
